A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §12-3-10g, relating to requiring the State Auditor to consider for payment a claim submitted by an electronically generated invoice.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §12-3-10g, to read as follows:

ARTICLE 3. APPROPRIATIONS, EXPENDITURES AND DEDUCTIONS.


§12-3-10g. Acceptance by Auditor for payment of a claim submitted by electronically generated invoices.

The State Auditor shall consider an electronic invoice for payment, that is computer generated by an agency with an established financial system, as an original invoice that is permissible for payment of a claim pursuant to section ten of this article and any applicable rules approved thereto, if the invoice contains the vendor name, vendor address, invoice number, invoice date, invoice amount, descriptions of items purchased or services provided, applicable purchase order number (if any), applicable contract number (if any) and date of service (if any).

 

NOTE: The purpose of this bill is to require the State Auditor to consider for payment a claim submitted by an electronically generated invoice.
